Volume III of Breasted’s translation covers the Nineteenth Dynasty and includes the victory stele of Merneptah, the text in which the name Israel first appears in any surviving source.
Why a second edition of the same object is listed
Petrie’s excavation report published the stele with plates and is the record of its discovery. Breasted supplies a continuous English translation in context with the rest of the dynasty’s inscriptions. They are doing different jobs, and a citation of the Israel passage should be able to point at both: the object as excavated, and the text as translated.
The caution that goes with a century-old translation
Breasted is out of copyright and readable in full, which makes it checkable. It has also been superseded, and the Merneptah passage in particular has generated a large technical literature on the reading of the determinatives and on the structure of the Canaanite section. Where a specific reading matters, that literature is where the argument lives.
